What types of images can be marked as dual-usage?

Organisation accounts may share images that are in the Public Domain. For these images, they will be marked in the photo description as ‘Dual Usage: Unsplash License & Public Domain’. Where an image is marked with this label, the Public domain over-rides The Unsplash License.
